Expresses support for the constitutional right of Cuban citizens who have signed the Varela Project to petition the Cuban National Assembly for a national referendum on civil liberties. Calls on: (1) the National Assembly to give serious consideration to the petition and to holding such referendum; and (2) the Cuban Government to provide its citizens with internationally accepted standards for civil and human rights and the opportunity to vote in free and fair elections.

Urges the President to support the right of the citizens of Cuba who have signed the Project to petition the National Assembly for a referendum and the peaceful transition to democracy.
