Reaffirms:
- that Israel is a major U.S. strategic partner,
- that it is U.S. policy and law to ensure that Israel maintains its qualitative military edge and self-defense capacity, and
- support of an Israeli tiered missile defense program.
Urges finalization of a new Memorandum of Understanding between the United States and Israel.
Supports a long-term Memorandum of Understanding between the United States and Israel that increases the amount of aid from previous agreements and enhances Israel's military capabilities.
