Clean Economy Jobs and Innovation Act

This bill addresses provisions related to energy efficiency, renewable energy, carbon pollution reduction, nuclear energy, electric grid modernization and cybersecurity, and otherwise makes changes to provisions related to the Department of Energy (DOE), and other federal agencies.

Among other provisions, the bill

  • establishes a Federal Smart Building Program to implement smart building technologies among several specified federal agencies;
  • awards grants to assist rural electric cooperatives with identifying, evaluating, designing, and demonstrating energy storage and microgrid projects that utilize energy from renewable energy sources;
  • adds energy storage systems to the list of strategies states should consider when developing energy plans and using their utility ratemaking authority;
  • expands DOE research, development, and demonstration programs for fossil energy;
  • establishes a program to develop and deploy high-assay low-enriched uranium for domestic commercial use and to develop a schedule for recovering costs associated with such development;
  • requires DOE to provide financial assistance to carry out projects related to the modernization of the electric grid, including projects related to transmission system planning and operation;
  • provides incentives for the nonpower industrial sector to reduce nonwater greenhouse gas emission to the atmosphere; and
  • directs the Office of Economic Impact, Diversity, and Employment of DOE to provide grants to certain businesses to pay the wages of employees when they are receiving training for jobs in the renewable energy, energy efficiency, or grid modernization sectors.
