Providing for consideration of the bill (H.R. 2) to secure the borders of the United States, and for other purposes, and providing for consideration of the bill (H.R. 1163) to provide incentives for States to recover fraudulently paid Federal and State unemployment compensation, and for other purposes.

This resolution sets forth the rule for consideration of

• H.R. 2 (Secure the Border Act of 2023, which addresses issues regarding immigration and border security, such as imposing limits to asylum eligibility), and
• H.R. 1163 (Protecting Taxpayers and Victims of Unemployment Fraud Act, which addresses fraud and overpayments of pandemic unemployment insurance, including by providing incentives for states to investigate and recover overpayments).
