This joint resolution nullifies the Environmental Protection Agency's rule that
- repealed the Clean Power Plan, which established emission guidelines for states to follow in limiting carbon dioxide emissions from existing power plants;
- finalized the Affordable Clean Energy rule, which replaced the Clean Power Plan with emission guidelines for states to use when developing plans to limit carbon dioxide; and
- revised requirements that govern the process under which the EPA and states develop emission standards for pollutants emitted by existing stationary sources.
